Update
on Romanian Moratorium on International Adoption
A
moratorium on adoptions by the Romanian government has
been in place since October 2001, but Romania has allowed
exceptions to the moratorium for reasons such as family
reunification and for children typically the most difficult
to place domestically in Romania, such as older children
or children with special needs. The Department of State
now is aware that the Romanian Government issued an
emergency ordinance, dated February 5, that appears
to prohibit all future inter-country adoptions from
Romania and repeal these exceptions to the moratorium.
The Romanian Government has advised our Embassy in Bucharest
that those cases that the Government of Romania has
already approved under the exception provisions will
be allowed to proceed to conclusion under the provisions
of this ordinance. Learn
